Enrollment Guide for Doctor Degree Program
on Human Rights Law of Human Rights Institute at Southwest University of Political Science and Law(HRI at SWUPL)
Welcome to apply for the 2022 Doctor Degree Program on Human Rights Law of Human Rights Institute at Southwest University of Political Science and Law, the People's Republic of China.
I. Application
(I) Qualifications for Application
1. Applicants should be foreign citizens who do not have Chinese nationality and intend to apply for academic education in our university.
2. Applicants applying for a doctor degree must have a degree equivalent to a Chinese master's degree.
3. Applicants for full English courses are required to provide TOEFL (80 points and above) or IELTS (6 points and above) transcript. Applicants whose native language or official language is English, and those applicants who have a pre-requisite education taught in English may not provide a certificate on English proficiency, but need to pass the language test of our university in interview.
Applicants for full Chinese courses should in principle have passed HSK level-6. Those applicants who have a pre-requisite education taught in Chinese or hold a certificate of HSK level-5, if unable to take the test temporarily due to the pandemic, need to pass the language test of our university in interview.
4. Applicants must be of good morality and character, with mentally and physically health.
(II) Enrollment
It is expected to enroll 2-3 candidates in 2022.

Full-time student of doctor degree.

From 1, March to 30, May, 2022.

(VI) Application Procedures
1. When completing the online application, if no special circumstances, please send the copies of all application documents to School of International Education Office before June 1, 2022.
2. Steps for Application and Admission
Step 1: Register an account and activate it
Step 2: Fill in the application form and upload all necessary documents according to the following requirements(Note: The text materials shall be submitted in Chinese or English.):
·Formal personal electronic photo
·Copy of Passport (8 copies of Photo pages )
·Notarized certificate for the highest education background. In-school students must submit the expected graduation certificate issued by their school. Certificates in languages other than Chinese or English must be attached with a notarized Chinese or English version.
·Transcript. Translation in languages other than Chinese or English must be attached with a notarized Chinese or English version.
·Language Proficiency Certificate
·Proof of Financial Status (Certificate of Bank Deposit or Employment)
·Research Proposal
·2 letters of recommendation (original version or scanned copy) signed by professors or experts in related fields. One shall be issued by the unit the candidate is in(signed by the president or expert in relevant discipline), and the other one shall be issued by a teacher with a senior professional title.
·CV and project proposal of the degree. The materials submitted are required to be more than 2,000 words in Word count, including research orientation, contents and plan, etc.
·Physical examination report (within recent 6 months). Applicants should strictly follow the items required in the Physical Examination Form for Foreigners for a checkup. The form, with missing items, no photo of the applicant, or no cross-page seal on the photo, and no signature and seal of the doctor and hospital, will be invalid. (II) Length of Schooling
Three-year. Teaching adopts the online and other methods during the off-school time.

III. Entrance Examination
The application and selection for international students adopts the "application-assessment" system. For outstanding candidates who meet the requirements, when passed the application and passing the qualification review, could directly enter the re-examination assessment.
The re-examination assessment has two parts: interview and supervisor evaluation.
The interview adopts hybrid mode of in-person interview and online video interview, in Chinese or English. The interview, adopting a 100-point scale, mainly assesses applicants’ foreign language proficiency, research foundation and literacy, etc.
Supervisor evaluation is organized by Human Rights Institute in the professional orientation that the applicant applies for. The evaluation, using a 100-point scale, is mainly based on the doctoral research proposal, fully taking the applicant's professional knowledge, scientific research abilities, training potential and other aspects into consideration.
Total assessment score = interview score × 70% + supervisor evaluation score × 30%.
IV. Admission
The list of applicants to be admitted is determined based on comprehensively consideration of the applicants' materials, examination score, opinions from the supervisor group, and the physical examination results. Applicants with a total score of less than 60 points shall not be admitted. The Letter of Admission will be sent to the applicant’s unit, that will notify the applicant. We will announce the admission results on the official website of our university.
The integrity status of applicant will be an important basis for admission. The qualification of application, admission, enrollment or student status will be canceled in accordance with relevant regulations, if applicants provide void and fake information and materials, once such a falsehood is found at any time.
V. Enrollment
The definite enrollment time shall be indicated by in the "Letter of Admission". The admitted international students shall register at the time set in the Letter of Admission. When perform enrollment and registration, the applicants must have a student visa, Letter of Admission, certificates of education and degree, and original notarized copy, original transcript and notarized copies.
Freshmen will undergo a comprehensive review (including physical examination) organized by the university. Those who fail to pass the review will be disqualified for admission.
Freshmen should register on time. Those who cannot register on time due to special reasons shall submit formal letter to ask for a leave. Those who fail to register for three weeks for no reason shall be canceled the admission and scholarship qualifications. Meanwhile, the scholarship that has been distributed shall be recovered.
VI. Degree
Candidates who have completed the required courses, passed the dissertation defense, and met the requirements of the Regulations of the People's Republic of China on Academic Degrees shall be conferred the corresponding graduation certificate and degree certificate.
VII. Tuition Fees and Scholarship
(I)Tuition Fees
The tuition fee for Ph.D is 32000 RMB per year.
(II) Standard of Accommodation
Single room 8,000 yuan/year/person; Double room 4,000 yuan/year/person; Four-bed room 2,000 yuan/year/person.
Note: If you apply for a scholarship, the scholarship application form must be submitted simultaneously (Download link: http://studyin.swupl.edu.cn/Download/index.htm). All the above original materials shall be submitted for verification at the time of admission. Applicants can only apply for one type of scholarship, and each type of scholarship shall be reviewed annually.
